The five-story, 22-unit tenement building at 342 East 13th Street in the East Village, owned by Abdul Rehman, has experienced recurring maintenance issues throughout 2024-2025. Most recently, in May 2025, the building received multiple violation citations for painting/plastering, flooring, and plumbing issues.

These followed a pattern of similar problems earlier in the year, with multiple complaints about water supply issues in April 2025, heating and hot water problems in January 2025, and earlier plumbing concerns in March 2025. Between December 2024 and January 2025, the building faced several emergency heat/hot water complaints, for which inspections were conducted but access was often not granted for verification. Additional significant issues were documented in 2024, particularly in Apartment 3, which was inspected in April 2024 and found to have multiple violations including bedbug infestation, missing smoke detector, defective wood floor in the kitchen, faulty self-closing doors, and various issues with plaster and paint surfaces.

The building also experienced persistent rat activity throughout 2024, according to multiple rodent inspections, with the most recent results showing rat activity in April 2024 and bait application in June 2024. While there were reports of illegal conversion and boiler issues in 2018 and 2025 respectively, these complaints were determined not to warrant violations. Despite these numerous maintenance challenges, there have been no reported bedbug infestations in recent annual filings (2022-2023) and the most recent rodent inspection in July 2025 resulted in a passing grade.
