19 Dongan Place is a 6-story, 42-unit residential building constructed in 1930, currently owned by Lisa Quattrocchi. The building has experienced recurring issues with its heating and hot water systems throughout early 2025, with multiple complaints filed between January and February 2025, many of which were building-wide and designated as emergencies. During this period, HPD was frequently unable to gain access to apartments for necessary inspections.

More recently, in May 2025, there was a plumbing-related water supply issue that also resulted in an inspection failure for HPD access. These persistent heating system problems, combined with the building's age and history of mechanical issues, warrant attention. The building has undergone various compliance inspections and repairs over the past few years. In 2024, several violations were addressed in Apartment 4G, including issues with heating, smoke and carbon monoxide detectors, radiator functionality, and door hardware.

A ventilation system violation was also documented in late 2024. The elevator has been a recurring concern, with complaints logged in 2019, 2020, 2024, and the most recent active complaint from February 2025 regarding illegal commercial use. While rodent inspections have generally shown passing results in 2023-2025, there were periods of rat activity documented in 2021-2022. Notably, the building has maintained a consistent record of zero bedbug infestations reported in the last eight annual inspections, and it became compliant with building energy benchmarking requirements as of 2021.
