The three-story, four-unit residential building at 1102 Sutter Avenue in East New York, owned by Thema Dwyer, has experienced several maintenance and compliance issues since 2022. Of particular concern are two open violations from 2023 and 2024 related to the failure to file annual bedbug reports as required by HPD regulations, which remain unresolved as of mid-2025.

The building has a history of electrical and window-related maintenance issues, including a significant lighting problem in early 2022 and various repairs needed in Apartment 3, such as a faulty kitchen electrical outlet and defective window sash counterbalance reported in January 2022. A cluster of violations documented in September 2022 included unauthorized alterations to bathroom and kitchen ceilings, along with several administrative violations related to building safety signage and notification requirements. More recently, in July 2023, there was a serious violation for "Work Without a Permit" involving substantial renovations across all building floors, including new partition walls, plumbing, and electrical work, leading to an active ECB violation with a $1,250 penalty.

Given the age of the building (constructed in 1901) and its history of maintenance issues, ongoing attention to building systems and prompt resolution of violations appears to be an ongoing need for this property.
