Initial analysis

The two-unit, two-story multi-family residential building at 30 15th Street in Potrero Hill, constructed in 1910 and currently owned by California College Of The A, has undergone several significant modifications and faced various maintenance challenges over the years. The property has a history of renovation and construction activity from the mid-1990s, including a horizontal addition and remodeling of upper floors in 1994, as well as the removal of an unstable shed structure. Notably, there appears to be an ongoing concern with plumbing infrastructure, as evidenced by an active complaint filed in April 2022 regarding a broken house trap that was cited for creating unsanitary conditions.

The building has experienced recurring fire safety system issues, particularly with its sprinkler/standpipe systems, with multiple complaints filed between 2019 and 2024, though most were resolved with violations or referred to other departments. A cluster of service requests in early 2025, including illegal parking, encampments, and graffiti, suggests some external neighborhood challenges. Historical maintenance records show attention to structural issues, including dry rot repairs in 1989, and various permits for improvements, including a significant $38,800 horizontal addition in 1994. While the building has had multiple fire alarm activations and system checks over the years, these incidents have typically been categorized as false alarms or unintentional activations with no reported injuries. The property has also experienced periods requiring attention to basic maintenance issues, such as the removal of an unstable shed structure in 1994, though more recent complaints primarily relate to external neighborhood conditions rather than building-specific problems.

2025
Planning Record Dec 08
Live Oak School has recently acquired the 195 De Haro site and intends to add a second campus to the School. The building and site were previously owned and used by the California College of the Arts (CCA) as their office and meeting space. Live Oak School intends to build the De Haro campus to provide much needed athletic/multi-functional and academic spaces to support the School's current enrollment. The programs and overall area have not yet been determined and may be beyond current zoning allowances. At the same time, the School would like to explore improving their existing Mariposa Street Campus (UMU 40X) by potentially adding to their existing buildings. We would like to request an initial meeting with Planning Staff to review: - at De Haro: the process and considerations for demolishing the existing building, complying with the Maher ordinance, and building a new K-8 school campus that may exceed current zoning allowances in both height and area, including which departmental reviews would be required as well as guidance on timelines.
