Most significantly, from late 2019 through early 2020, there was a recurring and unresolved pattern of heat and hot water outages affecting the entire building, with multiple tenant complaints filed between November 2019 and January 2020.

During this period, several Housing Preservation and Development (HPD) inspections were unable to gain access to units for verification.
