412 East 10th Street, Manhattan, NY 10009

The 6-story, 26-unit New Law tenement building at 412 East 10th Street in the East Village, built in 1930 and currently owned by Eddie Zick, has experienced several significant maintenance issues over the past several years. The most concerning pattern has been recurring problems with heat and hot water systems, particularly during the winter months of 2018-2019, with multiple emergency complaints recorded regarding both building-wide and apartment-specific heat/hot water problems between November 2018 and February 2019. This included documented emergency responses by the Department of Housing Preservation and Development (HPD) on multiple occasions when tenants reported heat and hot water outages.

In early 2019, there were also multiple complaints regarding water supply/ plumbing issues, some of which were duplicate complaints related to building-wide conditions. More recent issues include two open violations from 2023-2024 regarding the failure to file annual bedbug reports, and a 2023 violation regarding low-pressure inspection filing. The building has shown good results in recent rodent inspections, passing all inspections from 2019 through 2025.

Several violations related to door safety were identified in 2022, including defective self-closing doors leading to the roof and laundry room, as well as a problematic key-operated lock on an emergency escape window, though these were subsequently closed after correction. A sidewalk shed complaint from 2021 was investigated and found to warrant no violations. While the building has experienced recurring maintenance issues, particularly with heating systems, the management has generally responded to violations and complaints, as evidenced by the closure of many emergency cases once the reported issues were addressed.
