The five-story tenement building at 382 East 10th Street in the East Village, owned by Steven Croman, has experienced several recurring maintenance issues over the past two years. Most recently, in June 2025, there have been multiple complaints regarding refrigerator malfunctions and mold problems, with one mold complaint remaining open as of this date. In late 2023, the building faced significant heat and hot water system issues, with multiple emergency complaints filed in October, affecting both individual apartments and the entire building.

These problems coincided with multiple violations issued to Apartment 2C, including missing carbon monoxide detectors, an improperly placed air conditioner, and hot water supply issues. The building has a documented history of safety violations and maintenance challenges dating back several years. In late 2018, multiple violations were issued regarding alleged improper use of Unit 5B as a transient rental space, resulting in fines for failure to maintain sprinkler systems, fire alarms, and proper egress.

More recently, in 2023, there were violations related to various door conditions and boiler accessibility issues.
