153 Avenue C is a 5-story, 8-unit Old Law Tenement building located in the East Village and owned by Stephane Ifrah. The building, constructed in 1951, has experienced several maintenance issues over recent years, with a particularly notable cluster of problems in late 2022 and throughout 2023. Between October 2022 and November 2022, there were multiple complaints and violations related to water leaks (both slow and heavy flow), unsanitary conditions including mold, and wall problems requiring attention.

During this period, Department of Housing Preservation and Development (HPD) inspections occurred, resulting in some conditions being corrected, while in other cases, inspectors were unable to gain access to verify the reported problems. Two significant violations were recorded in 2022: a defective fire escape drop ladder (October 2022) and a missed annual bedbug report filing (April 2021), though both were subsequently resolved.
