The 6-story residential building at 165 East 2nd Street in the East Village, owned by Daniel Johansson and constructed in 1996, has experienced persistent heating and maintenance issues over the past year and a half. The most significant recurring problem has been heat and hot water outages, with multiple emergency complaints filed in 2025 alone (February, January, and December) affecting the entire building and individual apartments. Some of these complaints were duplicates of previous reports, and in nearly all cases, HPD was unable to gain access for verification.

The building has also faced various maintenance challenges, including plumbing issues (baths/sinks) and unsanitary conditions (mold), particularly noted in late 2023. There have been documented rodent issues in the building, with reports in both 2022 and 2023 showing "Rat Activity," though subsequent inspections in 2024 and 2025 indicate compliance with rodent control requirements. The building's bedbug reporting records from 2022-2024 show no reported infestations during the mandatory reporting periods.

A violation related to an external low-pressure inspection was issued in June 2023 but was dismissed by September 2023. Most recently, in June 2025, additional plumbing and pest-related complaints were filed and closed. While the building has passed recent rodent inspections, the frequency and persistence of heating system problems and maintenance issues suggest ongoing challenges with building systems and maintenance response.
