The 5-story, 16-unit tenement building at 104 East 7th Street in the East Village, owned by Tara Dexter, has experienced persistent heating and water supply issues throughout 2025. Between February and May 2025, there were numerous complaints regarding heat and hot water problems, with multiple emergency interventions by HPD, some of which were confirmed as resolved while others remain open. Most recently, in May 2025, there was a water supply complaint that HPD was unable to fully investigate, requiring tenants to submit new service requests if the issue persists.

The building's infrastructure challenges are further evidenced by a series of rodent activity reports in 2024-2025, with the most recent inspection in June 2025 showing bait application. The property has a history of violations requiring attention to safety and maintenance standards. A 2022 inspection revealed multiple Class A violations including the need to post proper notices regarding smoke detector and carbon monoxide detector requirements, as well as issues with building heating system access.

While some violations from 2022 were subsequently closed, including hot water issues in Apartment 15 and problems with self-closing doors, others related to safety notices and a metal screen requirement were left open. Prior to this, in 2018, the building faced several electrical-related violations, including unauthorized electrical work and improper equipment installation, resulting in penalties that were eventually resolved. The bedbug reporting history from 2020-2024 shows no recorded infestations, and while there were multiple plumbing-related complaints in 2025, these appear to have been resolved through HPD intervention.
