The five-story, 17-unit residential building at 67 East 3rd Street in the East Village, owned by Catherine Yu and constructed in 1987, has experienced recurring heating system issues over recent years, particularly in 2024. Between late March and early April 2024, there were seven separate complaints about building-wide heat and hot water problems, with multiple complaints being duplicates of previous reports. While some 2024 violations were subsequently resolved, including issues with access to the heating system and specific heating problems in apartment 4C, a new violation was recorded in March 2024 regarding the entrance door to apartment 4D.

The building's heating system has been a persistent concern, with similar complaints noted in 2020 and 2021, although these were generally resolved through inspections. Despite these heating-related challenges, the building has maintained a relatively good record in other areas. There have been no reports of bedbug infestations in the past seven years (2019-2025), with all annual inspections showing zero infested units.

The building has also consistently passed rodent inspections, with the most recent inspections in 2025, 2024, and 2023 showing compliant results. Recent inspections in 2024 identified several maintenance issues that required attention, including problems with self-closing doors in various locations, including the building entrance and specific apartments, as well as issues with bathroom ventilation in apartment 2C and defective ceramic floor tiles in the first-story vestibule. The Department of Buildings conducted an inspection in January 2023 and found no violations.
