The 12-story, 61-unit residential building at 110 East 36th Street in Murray Hill, owned by Vincent Serpico, has experienced recurring issues with heating systems and plumbing over the past several years. Most recently, in February 2025, there was an uninspectable plumbing issue with a sink/basin that remains unresolved due to lack of access for inspection.

The building has documented three separate heat/hot water outages between 2019 and late 2024, affecting both apartments and the entire building, though in each case, heat and hot water were reportedly restored before or during inspection. Additionally, there have been multiple rodent-related complaints in late 2024, with the Department of Health and Mental Hygiene conducting inspections and providing guidance on remediation, though these issues appear to have been resolved, as evidenced by the March 2025 rodent inspection passing result. The building has faced multiple code violations and maintenance issues, including three December 2023 violations related to defective self-closing doors and locks at compactor closets on the 11th and 12th stories, and an open violation regarding an illegal fastening double cylinder lock at the building entrance.

An Energy Benchmarking Report violation was dismissed in June 2024 after confirmation of submission. Importantly, the building has maintained a clean bedbug record since at least 2019, with no reported infestations in any dwelling units over multiple annual reporting periods, and has consistently passed rodent inspections dating back to 2010, suggesting generally effective pest management despite the recent complaints. Three separate Housing Maintenance Code violations related to heating systems and one plumbing issue were all closed following appropriate responses.
