315 West 78th Street, Manhattan, NY 10024

The five-story, two-family house at 315 West 78th Street, owned by Kai Cho Vincent Chan, was constructed in 1895 and has experienced several notable events in recent years. In August 2019, the building was subject to two complaints - one regarding unauthorized work (August 12) and another related to a construction sweep (August 29), both of which were investigated in September 2019.

While the sweep complaint resulted in a fully rescinded stop work order, the unauthorized work complaint did not warrant any violations at the time of inspection. Subsequent to these incidents, on November 27, 2019, the building received multiple violations related to the failure to certify corrections on immediately hazardous (Class 1) ECB violations.

These violations, which were notably serious in nature, remained on record until they were dismissed in September 2020 for two of them and October 2021 for the remaining two, with records indicating payment of associated invoices (90488332 and 90488335) in connection with their resolution. While the violation dismissals indicate resolution of these serious hazards, the presence of multiple violations related to the same issue over almost two years raises concern about the building's management during that period.
