The four-story, ten-unit building at 47 West 86th Street, owned by Mbarek Hassounya, has experienced recurring heating and hot water issues over the past several years. Between February and March 2021 alone, there were multiple serious complaints about heat and hot water problems affecting the entire building, with HPD responding to multiple emergency reports.

More recently, the building has experienced rodent control issues, with multiple inspections and bait applications recorded throughout 2025, including reports of rat activity in February 2025.
