This four-story, 10-unit building located at 28 West 88th Street in the Upper West Side, owned by Terrence Lowenberg, has experienced significant heating system challenges in recent months. Between December 2024 and January 2025, there were multiple emergency complaints regarding inadequate heat and hot water, with at least eight separate incidents reported through the 311 system, affecting both individual apartments and the entire building.

These complaints resulted in several HPD inspections, though most were either closed without identifying violations or were found to be duplicates of other complaints. Additionally, a radiator plumbing complaint was logged and closed in December 2024. The building has also faced rodent-related issues in recent inspections, with failed compliance results noted in March, April, September, October 2024, and November 2024, though there were periods of passed inspections in July 2024 and October 2023.
