177 East 117th Street is a 4-story, 7-unit Old Law Tenement building located in East Harlem, constructed in 1900 and currently owned by Yuri Pleskun. The building has experienced recurring heating and sanitation issues over the past five years, most recently evidenced by an October 2024 complaint about lack of heat and hot water affecting the entire building, which HPD was unable to verify access for inspection. Previous similar heating issues were documented in 2021 (apartment-specific) and 2022 (entire building).

Additional concerns include an unresolved mold issue from December 2020 and standing water complaint from July 2022, both of which inspectors could not access for verification. The building has multiple open violations related to bedbug reporting requirements for 2020 through 2024, and a September 2020 violation concerning accumulation of refuse at the building front. Safety concerns were notable in January 2018 when multiple apartments (2A and 3B) reported inoperable smoke and carbon monoxide detectors.

An illegal hotel room investigation and a work without permit inspection were conducted in July 2022, resulting in an OATH violation. While the store front renovation prompted a July 2022 ECB violation for work without a permit, this was apparently resolved with no penalty. The building's rodent inspections have generally shown compliance, with the most recent inspections in 2024 and 2025 passing, though there were failures and reports of rat activity in earlier years (2019-2020).
