The five-story, 13-unit tenement building at 2295 1st Avenue in East Harlem, built in 1900 and owned by Ryan Webler, has experienced numerous maintenance and safety issues over the past few years, with particular emphasis on recurring heating system problems. The most recent heat and hot water complaints were filed in January 2025 and December 2024, with both incidents affecting the entire building.

The Department of Housing Preservation and Development (HPD) was unable to gain access for inspection during the January 2025 incident, and while conditions were corrected in December 2024, the pattern of heating issues is notable. The building has also faced multiple water-related problems, including two separate leaks reported in September 2024 (one involving a damp spot in Apartment 2 and another with a slow leak in Apartment 4), along with electrical issues affecting lighting. Significant health and safety concerns emerged in late 2024, particularly in Apartment 4, where violations were issued for water leaks, mold, and defective safety systems, including faulty smoke and carbon monoxide detectors.

The building underwent structural monitoring in early 2022 due to reports of shaking/vibrating, and an Environmental Control Board violation was issued regarding facade issues, including sagging and bulging concerns at the 4th and 5th floors. A concerning pattern of rodent activity has been documented, with multiple inspections showing rat activity between 2023 and 2024, though most recent inspections in 2025 and late 2024 showed improved conditions, passing compliance checks. While the building appears to have been free of bedbug infestations based on recent reports from 2022 through 2025, the combination of heating system failures, water-related issues, and rodent concerns suggests ongoing maintenance challenges.
