The 15-unit, 5-story old law tenement building at 1827 Adam C Powell Blvd in Harlem, owned by Scott Metzner and constructed in 1900, has experienced several concerning issues over the past two years. Most recently, in March 2025, there were emergency heat and hot water complaints affecting the entire building, though HPD was unable to gain access for inspection.

Prior to this, the building has faced multiple system failures and maintenance challenges, including two heat/hot water complaints in 2024 (May and March), electrical lighting issues, and painting/plaster problems in October 2024. There has been an ongoing rodent infestation issue, with multiple inspections and complaints filed between 2023-2025 showing consistent rat activity, including recent inspections in April and May 2025.

The most significant concentration of violations appears to be in Apartment 1B, where inspections in August 2023 revealed multiple infractions including mold conditions, water leaks, and various plumbing and plaster issues, though many of these violations were subsequently certified as corrected. The building has maintained a clean bedbug record since 2019, with no reported infestations in the past six years, though there was one documented case in 2019 at that time. The property has undergone several rat baiting treatments in 2024, indicating ongoing efforts to address the rodent problem, but the inspections continue to show rat activity as recently as May 2025.
