The four-story converted Class A building at 116 West 121st Street in Harlem, owned by Todd Stevens, has a significant and recurring pattern of heat and hot water issues, particularly throughout 2023-2024. The Department of Housing Preservation and Development (HPD) records show at least eleven separate complaints about heat and hot water problems affecting the entire building over this period, with several instances in October 2023 where inspections were unable to gain access to verify conditions, and at least one violation issued in October 2023 specifically for inadequate hot water in Apartment 1.

More recently, in May 2024, there was a complaint regarding the intercom system that HPD was unable to inspect, highlighting potential access issues for inspection purposes.
