The four-story, two-family house at 2374 Adam C Powell Boulevard in Harlem, built in 1891 and currently owned by Hamid Moussaviah, has experienced a series of concerning maintenance issues over the past several years. Most recently, in April 2025, there was a paint/plaster issue with the ceiling that HPD was unable to inspect upon their visit. In 2024, the Department of Health and Mental Hygiene issued a summons to the owner regarding standing water on the property.

The building had multiple water-related problems in 2022, including at least two water leak reports (one involving heavy flow and another slow leak), and complaints about plumbing systems including water supply issues and bathtub/shower problems. There were also significant service interruptions reported in November 2022, including a building-wide heat/hot water outage and an electrical power outage, though HPD found no violations upon inspection of these issues. The property currently has four active violations related to the failure to file External Low Pressure Inspections for the years 2020 through 2023, with the most recent being issued in September 2024.

Earlier complaints from 2019 regarding egress issues were investigated and found to have no violations at the time of inspection. While numerous complaints have been filed and investigated between 2022 and 2025, it's worth noting that many of these cases were closed without violations being issued, including multiple plumbing complaints and several water-related issues. The building's maintenance history shows a pattern of water-related problems, though not all resulted in official violations.
