The 12-unit, 5-story residential building at 415 East 162nd Street in Morrisania, owned by Joe Lati, has experienced recurring heat and hot water issues during the winter months of late 2024 and early 2025. Between November 2024 and January 2025, there were five emergency heat/hot water complaints filed with the Department of Housing Preservation and Development (HPD), including both entire building and apartment-specific reports.

While some of these complaints were addressed, with one being inspected and found not to violate housing laws, the most recent complaint in January 2025 resulted in inspectors being denied access to verify conditions. The building has maintained a record of proper bedbug management, with no reported infestations in the most recent reporting period from November 2023 to October 2024.
