The 12-unit, 5-story building at 256 East 166th Street in Concourse Village, owned by Ttby Elya Realty LLC, has experienced significant and persistent heat/hot water issues throughout 2025, with multiple 311 complaints and Housing Maintenance Code emergencies. Between January and March 2025 alone, there were at least 10 documented incidents of inadequate heat or hot water, affecting both individual apartments and the entire building.

An apartment unit (4A) on the fourth floor had several documented violations in late 2024 through early 2025, including problems with multiple radiators, an infestation of roaches and mice, inadequate heat, hot water supply issues, and problems with plastered surfaces and paint. While most violations were certified as corrected by early 2025, there are still open violations as of November 2024 related to carbon monoxide detectors and plaster repairs.
