The 5-story, 20-unit New Law Tenement building at 1199 Fulton Avenue, owned by Paul Moore, has experienced persistent heat and maintenance issues over the past two years. Most recently, in May 2025, there were multiple heat and hot water complaints, including four emergency service requests for both entire building and individual apartment problems.
