The three-story, two-family house at 1052 Hall Place in Longwood, built in 1901 and currently owned by Hadas Hakmon, has experienced recurring issues with heat and hot water systems over the past several years. From late 2020 through early 2021, there were multiple complaints about inadequate heat and hot water, with some incidents affecting the entire building and others limited to specific apartments. Two complaints about electric/gas ranges were filed in early 2021, one of which was marked as a duplicate of a previous report.

A power outage was reported in January 2021, though no violations were issued following HPD's inspection. The building received a Class C violation in November 2020 for failing to provide hot water to all fixtures in one apartment, and two B violations in December 2020 related to defective bathroom window components in Apartment 1. More recently, in November 2022, the building was cited for an unauthorized basement alteration that created an additional room, though this violation has since been closed.

The property has maintained a good record of pest control, with no reported bedbug infestations in the past three years (as of 2025) and consistently passed rodent inspections from 2010 through 2017. HPD inspections in late 2020 and early 2021 generally found no violations for heat/hot water complaints when access was granted, and a December 2020 inspection resulted in violations related to window frames. The building's emergency heating system issues appear to have stabilized since 2021, though there were several instances during that period where inspectors were unable to gain access to verify problems.
