The five-story, 20-unit building at 1368 Boston Road in Morrisania, owned by Cicely Cruz and constructed in 1905, has experienced recurring heat and hot water issues throughout 2024. Between October 2024 and November 2024, there were four emergency complaints about heat/hot water problems affecting the entire building, with three of these incidents being successfully resolved within a few days, while one complaint in October resulted in HPD being unable to gain access for inspection. Prior to these incidents, there was also a building-wide heat/hot water problem in February 2023.

The building has maintained an active record of proper bedbug monitoring, with no reported infestations in the past four years, and passed multiple rodent inspections between 2010 and 2022, indicating generally good pest management. The property has faced several administrative challenges, including issues with sprinkler system installation and reporting. Between 2019 and 2021, there were multiple violations regarding the completion and reporting of sprinkler system installations, though these were ultimately resolved with no penalties.

More recently, in June 2023, violations were issued for not filing the 2018 external low pressure inspection, which remains active as of present records. In terms of building maintenance and sanitation, there was one instance of unsanitary garbage/recycling storage reported in mid-2023, which was subsequently addressed. The building has shown compliance with annual bedbug reporting requirements, consistently showing zero infested units across multiple reporting periods from 2020 to 2024.
