The five-story, 20-unit New Law Tenement building at 1288 Hoe Avenue in East Morrisania, currently owned by Beulahland Associates LP, has faced several significant maintenance challenges in recent years. Most notably, in early 2025, there were multiple heat and hot water complaints, with at least nine separate incidents reported between January 9 and January 30, covering both apartment-specific and entire-building issues. While many of these complaints were eventually resolved, two complaints about heat/hot water conditions remain notable for their frequency.

The building has also experienced more recent issues, with a documented unsanitary condition related to garbage/recycling storage in February 2025. The property has a history of maintenance violations that affect resident quality of life and safety. In late 2024, violations were documented in multiple apartments, including issues with water leaks, peeling paint, and bathroom maintenance in Apartment 4A; a malfunctioning toilet in Apartment 3D; visible mold in Apartment 1C; and a pest infestation in Apartment 3B.

The building's safety systems were also found to have deficiencies, with open violations related to smoke and carbon monoxide detectors in Apartment 1C. An Environmental Control Board violation from 2020 remains active, citing failure to maintain the building in a code-compliant manner with evidence of water leaks affecting Apartment 5D. While the building has not reported any bedbug infestations in recent years (with the last three reporting periods showing zero cases), and successfully passed rodent inspections in 2022, 2018, and several earlier years, the frequency of heating issues in early 2025 and various maintenance violations suggest ongoing management challenges.
