The five-story, 20-unit New Law Tenement building at 2425 Lorillard Place in the Belmont neighborhood, constructed in 1913 and currently owned by Henrik Berisha, has experienced persistent issues with heating systems and water leaks over the past two years. Most notably, there have been multiple heat and hot water complaints between 2023 and 2024, including a recent emergency complaint in December 2024, though many of these issues were resolved relatively quickly through HPD inspections.

The building has also faced significant water-related problems, with four water leak complaints (three categorized as heavy flow) reported in October 2024 alone, and three similar incidents earlier in 2023. The property's maintenance record indicates several infrastructure concerns that warrant attention, including: multiple open violations related to self-closing doors at the building's vestibule and bulkhead; defective light fixtures in the first story vestibule; and issues with a kitchen faucet in Apartment 12 on the third story.
