The 22-unit, 5-story residential building at 2258 Grand Avenue in University Heights, owned by Gjon Catalic, has experienced persistent maintenance challenges since my last report. Between January 2024 and July 2025, there have been frequent issues with heat and hot water, including two emergency complaints in January 2025 and multiple incidents throughout 2024. The building has also faced various water-related problems, including a heavy flow leak reported in December 2024, and issues with plumbing and water supply in early 2024.

In the latter half of 2023, notable concerns emerged in Apartment 3B, including rodent infestation (roaches), window problems, and multiple violations regarding door functionality that were addressed but left security and pest management concerns. The building's mechanical systems have shown consistent problems, with violations noted for heating system access and maintenance requirements, though these were generally addressed through inspections. The property's rodent control history has been active, with multiple inspections in 2024 and 2025 showing both rat activity and successful bait applications, though compliance inspections in 2025 reported passing results.

The building's owners have faced some regulatory scrutiny, including a 2022 ECB violation related to boiler compliance. Historical data shows consistent reporting of heat and hot water issues, with emergency complaints requiring intervention by the Department of Housing Preservation and Development. While there have been no documented bedbug infestations since 2020, the building's maintenance record indicates ongoing challenges with basic services and infrastructure, particularly relating to heating systems and water supply, which remain a recurring theme in the building's complaint history.
