The newly constructed 24-unit, 5-story residential building at Grand Avenue in Kingsbridge, owned by Shimshen Grunstein, has experienced several notable issues since its 2023 completion. Most concerning are the recurring heat and hot water problems, with multiple complaints filed between March and April 2025, including one that remains unresolved as of April 2025.

The building experienced two power outages in late 2024 and early 2024, with HPD unable to complete inspections in response to these incidents, and a window frame issue reported in March 2025 that also encountered access problems for inspection. More positively, the property underwent a comprehensive inspection in January 2024 addressing various systems including ventilation, plumbing, electrical, and fire escape systems, with no violations issued for any of these categories. Recent inspections have shown mostly appropriate responses to various issues, with the Department of Housing Preservation and Development (HPD) and the Department of Buildings (DOB) conducting inspections as needed.

Specifically, complaints regarding a defective/leaking plumbing system in March 2025 and an elevator service issue from September 2024 were investigated, though the plumbing complaint was found to warrant no violation at the time of inspection. The building's pest control record appears clean, with no reported cases of bedbugs for the filing period of November 2023 to October 2024. While the heat and hot water issues represent the most significant ongoing concern, many of the building's initial problems appear to have been addressed through appropriate channels, with most complaints being resolved in a timely manner when access issues could be overcome.
