The 6-story, 78-unit New Law Tenement building at 400 East Mosholu Parkway in the Norwood neighborhood, built in 1925 and owned by Jeffrey Moskin, has experienced several maintenance and compliance issues in recent years. Most notably, in June 2025, there were multiple HPD complaints and violations related to electrical issues (including outlets and a power outage), mold, and problems with paint/plaster on walls and ceilings. Several of these complaints, including those regarding flooring, appliances (refrigerator and electric/gas range), and unsanitary conditions, could not be fully inspected by HPD.

The building has a history of elevator issues, with three complaints between 2019 and 2024 regarding single device service, though each inspection found no violations. Significant ongoing violations were documented in December 2024 related to Apartment A56, including issues with windows, self-closing doors, and various repair needs in the bathroom and kitchen, though some violations were subsequently closed. The building has undergone regular rodent control inspections, with the most recent in August 2023 passing, though there were multiple failures noted between 2012 and 2016.

Bedbug reports have shown mostly clear records from 2021-2024, with the only documented infestations occurring in 2020-2021 (three units) and 2019-2020 (one unit), all of which were reported as eradicated. Recent building maintenance has included necessary work on fire escape safety issues (as of December 2024) and various electrical and plumbing matters. The Department of Buildings has maintained records of permit issuance and several violations, including a 2022 failure to file an energy benchmarking report, though this was subsequently dismissed upon confirmation of submission.
