The two-family, 2-story New Law Tenement building at 1155 Colgate Avenue in Soundview, built in 1927 and currently owned by Aro Mitt, has experienced persistent heat and hot water issues over the past 18 months. From January 2024 through April 2025, there have been eight documented incidents involving inadequate heat or hot water, affecting both individual apartments and the entire building. Most recently, in April 2025, there was another heat/hot water complaint that was closed following confirmation of resolution.

The building has also faced other maintenance challenges, including unresolved rodent infestations, as evidenced by open violations from January 2024 in apartment 1R for both mice and roaches. Previous violations in apartment 1F from August 2022 indicated multiple safety concerns, including issues with the carbon monoxide detector, smoke detector, and water heating system, along with problems with floor coverings. The property has a mixed history with pest management, with three consecutive bedbug reports from late 2022 through 2025 showing initial infestation, but subsequent reports in late 2024 and early 2025 indicating no current infestations.

While the building has generally passed rodent inspections between 2010-2017, there have been notable violations since then related to maintenance and safety systems. The HPD has responded to multiple emergencies, particularly regarding heat and hot water issues, though access for inspections has sometimes been a challenge, as seen in several closed complaints. The building's maintenance history shows a pattern of recurring heating system problems, suggesting this remains an ongoing challenge despite multiple interventions.
