The 2-story, 4-unit residential building at 1161 Fteley Avenue in Soundview, owned by Owen Barrett and constructed in 1929, has experienced ongoing maintenance challenges over the past several years. Most recently, in April 2025, there were complaints about unsanitary conditions (pests) and a power outage, neither of which could be inspected by HPD due to access issues.
