The 63-unit, 8-story building at 2039 Blackrock Avenue in Unionport, built in 1964 and currently owned by Hajdin Rraci, has experienced several significant maintenance issues in recent years. Most notably, there are currently open violations regarding pests, particularly mice infestations, and multiple housing maintenance code violations from late 2023 related to mold, ceiling repairs, and other maintenance issues in apartment 8G. Between February and June 2025, the building faced multiple complaints and violations, including unsanitary conditions, plumbing issues, and problems with heat and hot water systems affecting multiple units.

A pattern of maintenance challenges is evident, with multiple emergency complaints about heat and hot water issues in February 2025 and various plumbing and repair problems throughout the year. Recent inspections from 2022-2023 show a mix of passed and failed compliance regarding rodent inspections, indicating ongoing pest management issues in the building.
