The two-family house at 1328 Fteley Avenue in Parkchester, owned by Wazir Khan, has experienced recurring heating and sanitation issues over the past several years. Most notably, there has been a persistent pattern of heat and hot water problems, with multiple complaints filed between 2021 and 2023.

The most recent incidents occurred in January 2023, December 2022, and July 2022, some of which resulted in emergency responses from the Department of Housing Preservation and Development (HPD). Notably, several complaints in 2022 regarding heating issues, including one for the entire building in August 2022, either resulted in the tenants reporting restoration of services or HPD's inability to gain access for inspection.

In addition to the heating problems, there were multiple complaints in August 2022 regarding various issues including plumbing problems with basins/sinks, door concerns, and unsanitary conditions involving mold and pests, all of which were inspected by HPD but no violations were issued.
