The two-story, four-unit New Law Tenement building at 1452 Leland Avenue in Parkchester, owned by Alejandra Rosetti, has experienced ongoing maintenance and safety challenges since at least 2018. Most notably, there has been a persistent rodent problem, with multiple rat sightings documented between 2022 and 2024, including three rat activity inspections in July 2024, of which two were marked as 'Passed' yet still noted rat activity.

The building has accrued several Housing Maintenance Code violations, including multiple citations for failing to file annual bedbug reports between 2021 and 2024 (currently open as of April 2024), and violations related to building maintenance such as broken fire retardant material in the first-story public hall, improper wall painting requirements, and issues with the front yard's cleanliness, all documented in March 2023. In December 2022, significant safety concerns were recorded regarding missing smoke and carbon monoxide detectors, as well as problems with the building's intercom system, though inspectors were unable to gain access to verify these conditions.

The Department of Health and Mental Hygiene (DOHMH) has been involved multiple times, issuing violations for unsanitary conditions including garbage/recycling storage issues noted in December 2022, and subsequent rodent-related complaints in 2024. While a building inspection in July 2024 did occur (with results showing rat activity), it is worth noting that the 2018 records show at least one instance of successful bait application in May 2019. Despite these ongoing issues, a DOHMH inspection in 2024-08-28 closed a rat sighting complaint, referencing earlier complaints about the same location and directing to the NYC Rat Portal for further information.
