The three-story residential building at 1825 Pilgrim Avenue in Pelham Bay, owned by Jian Xu, has experienced several significant maintenance issues over the past two years. Most notably, in April 2023, multiple violations were documented by the Department of Housing Preservation and Development (HPD) including problems with plumbing (bathtub/shower and basin/sink), unsanitary conditions (mold), door/window issues, flooring problems, and wall maintenance needs.

An emergency complaint regarding heat/hot water followed, though inspectors were unable to gain access for verification. More recently, in October 2023, there was a cooking gas-related complaint that was investigated but resulted in no violations being issued. As of early 2024, there are several outstanding violations that require attention, particularly in the first-floor apartment (1STFL), including issues with smoke and carbon monoxide detectors, approximately 10 square feet of bathroom ceiling mold, pest infestation (roaches), and inadequate gas supply to kitchen fixtures.

The building also has some construction-related violations from November 2023 regarding defective ceramic floor tiles and plastered surfaces in the first-floor bathroom. However, records show consistent rodent control success, with passed inspections in 2015, 2019, and 2023, and all bedbug reports from 2019-2024 indicate no infestations. While many earlier violations have been closed, the number of recent and current violations suggests ongoing maintenance challenges, particularly affecting the first-floor apartment.
