1516 Astor Avenue is a two-family house located in Pelham Gardens, built in 1945 and currently owned by Nirmala Bandhoo. The property experienced significant maintenance issues in June 2019, when multiple 311 service requests were filed, resulting in inspections by the Department of Housing Preservation and Development (HPD). These inspections revealed various problems, including plumbing issues (toilets and sinks), electrical wiring concerns, water leaks, and multiple areas requiring paint and plaster repairs, particularly in the ceiling and door/frame areas.

The inspections resulted in several violations, particularly affecting Apartment 1A, which required repairs to address unsafe electrical wiring, water leaks, ceiling and wall plastering, and various plumbing issues including toilet connections and broken bathroom tiles. The building faced serious safety concerns in mid-2019 regarding the boiler system, with complaints about defective/inoperative equipment leading to Environmental Control Board violations. These violations noted improper boiler room conditions, including shared space with a bathroom, absence of required safety equipment, and work performed without proper permits, with one violation carrying a penalty of $6,250.

These boiler-related issues resulted in additional violation notices for failure to certify corrections on immediately hazardous conditions. However, the most recent rodent inspection conducted in February 2023 showed a passing result, indicating improved conditions, and there have been no new complaints or violations reported in the past two years. While many violations from 2019 remain open in the HPD system as of October 2023, it's noteworthy that building violations from September 2019 related to failure to certify corrections were dismissed in November 2021.
