3317 Barnes Avenue is a 9-unit, 3-story brick building located in the Williamsbridge neighborhood, constructed in 1958 and currently owned by Alfred Ross. The building has experienced recurring heat and hot water system issues, with eight documented complaints between January 2023 and January 2025, affecting both individual apartments and the entire building. While these problems were generally resolved promptly, with HPD confirming restoration of services in most cases, they represent an ongoing maintenance challenge.

More recently, in June 2025, three new complaints were filed regarding water leaks, wall conditions, and cabinet issues, with these cases currently remaining open. The building has also faced several housing maintenance code violations that require attention. During a March 2024 inspection, multiple issues were identified, including problems with fire retardant material in the first-story public hall ceiling (both a construction defect and a public safety concern), water leaks, and inadequate light-colored paint on the ceiling.

Additionally, there were violations related to refuse accumulation in the front yard area.
