The three-story, three-unit residential building at 3713 Paulding Avenue in Williamsbridge, owned by Ahsan Shafi and constructed in 2006, has experienced several maintenance issues over the past few years. Most notably, between February and September 2023, there were multiple non-emergency complaints involving electrical outlets, door frames, and ceiling plaster/paint issues, all of which were verified as corrected by the Department of Housing Preservation and Development (HPD). In 2022, the building faced several significant challenges, including multiple heat and hot water outages (with at least one emergency response in December 2022), pest infestations (October 2022), and water leak problems (July 2022).

Several violations were documented in October and December 2022, particularly affecting Apartment 2, including issues with the heating system access, illegal locking devices, hot water supply, water leaks, pest infestation, and damage to plastered surfaces. The building's more recent history shows some improvement, with bedbug reports from July 2024 indicating no current infestations and all previously affected units having been eradicated of pests. The property has passed rodent inspections in 2021 and 2022.

However, as of April 2024, there are still open violations related to heating system access, an illegal double cylinder lock, and water leak repairs that have yet to be certified as completed. Two recent complaints from 2024 regarding gas hook-ups and illegal conversion attempts were not able to be inspected due to access issues. While the current bedbug report shows no ongoing infestations, the building has experienced recurring maintenance issues that suggest ongoing attention to basic services and building systems may be required.
