The two-family house at 4170 De Reimer Avenue in Wakefield, owned by Andrew Carter, has experienced several significant maintenance issues in recent years, particularly regarding heat and hot water systems. The building, constructed in 1930, has documented at least eight separate heat and hot water complaints between March 2022 and April 2023, with multiple instances of no heat or hot water being reported as emergency situations.

While some of these issues were resolved promptly, as indicated by tenant reports of restored service, there appears to be an ongoing pattern of heating system problems. More recently, serious concerns have emerged regarding an allegedly illegal basement apartment. In March 2024, Building Department inspectors reportedly discovered an unauthorized 1-bedroom Class A cellar apartment with multiple code violations, including improper ceiling height (less than 7 feet), lack of natural light and ventilation, and absence of required sprinkler systems.

This investigation also noted unauthorized gas lines, kitchen facilities, and electrical work. Two active violations remain open as of April 2024 related to unauthorized construction work and illegal residential conversion. The building's maintenance history also shows past issues with plumbing (March 2023), doors and windows (November 2022), and electrical systems (multiple complaints in late 2022), though some of these complaints were closed without finding violations or because inspectors were unable to gain access.
