The 8-unit, 4-story Old Law Tenement building at 527 Dean Street in Prospect Heights, owned by David Oberlander and constructed in 1930, has experienced recurring maintenance issues over the past several years. Most concerning are the recent patterns of heating and sanitation problems, with multiple reports of heat/hot water outages affecting either the entire building or individual apartments occurring between 2020 and 2025. The most recent incident in January 2025 involved mold issues that HPD couldn't investigate due to lack of access.

The building has also faced infrastructure challenges, as evidenced by multiple plumbing and water supply complaints in 2023-2025. There are several significant historical violations and ongoing concerns. In 2020, there were multiple Class C violations related to safety and habitability, including issues with lead paint, window guards, and fire escape access in Apartment 4R, which were eventually certified as corrected.
