The two-family house at 15 Hampton Place in Crown Heights, owned by Joseph Aghelian, is a two-story, four-unit building constructed in 1902. Most of the building's notable issues occurred in 2005, when multiple violations were documented, primarily affecting the third-story Apartment 3.

These violations included water leaks affecting multiple areas (ceiling in public hall, kitchen, and various rooms), damaged plaster surfaces requiring repairs, and issues with the street entrance door lock assembly. The building received several 311 service requests in late 2019 regarding stairs, window frames, and wall conditions, though inspections by the Department of Housing Preservation and Development found no violations and the complaints were closed.
