The 24-unit, 4-story tenement building at 1101 Union Street in Crown Heights, owned by Larry Malitzky and constructed in 1922, has experienced recurring heating system challenges over the past two years. Most notably, there have been multiple complaints about lack of heat and hot water affecting the entire building between November 2023 and February 2024, with three instances in December 2023 alone where HPD inspection teams were unable to gain access to units for evaluation.

While some complaints were resolved with indications that heat and hot water had been restored, the persistence of these issues suggests an ongoing problem with the building's heating system. The building has also faced challenges with rodent control, as evidenced by a rodent sighting complaint in April 2023 and multiple rodent-related service requests throughout 2023-2024.

Recent inspections in January 2025 and April 2024 show improved conditions, with the most recent inspection passing without violations. In 2022, significant maintenance issues were documented in Apartment C5, including problems with roaches, smoke and carbon monoxide detectors, window mechanisms, bathroom mold, and various maintenance issues, all of which were addressed and certified as resolved between August and October 2022. While recent bedbug inspections from 2019 through 2024 show no infestations, and the most recent rodent inspections indicate improved conditions, the historical pattern of heating system and pest management issues suggests that building-wide maintenance continues to require close attention.
