This 5-story, 6-unit New Law Tenement building in Crown Heights, built in 1906 and currently owned by 1331 Realty LLC, has experienced several significant maintenance and safety issues over the past few years. Most recently, in March 2025, there was a wiring complaint that HPD was unable to inspect, following a pattern from 2019 where multiple HPD complaints (regarding wall paint/plaster issues, cabinet problems, door frame concerns, and mold) also went uninspected due to access issues.

The building shows concerning recent violations including an active ECB violation from March 2023 regarding boiler safety issues with multiple concerns such as a missing front door, improper discharge pipe placement, and combustion air termination issues, for which a penalty of $625 was imposed. There are also two active DOB violations from June 2023 for failure to file external low-pressure inspections for 2018 and 2019.

The fourth-floor apartment (405) appears to have been a particular focus of recent maintenance issues, with multiple violations including a 2023 infestation of mice, water leak problems, and plaster/paint defects in the bathroom. Other units have experienced various maintenance challenges, though some have been resolved, such as the carbon monoxide detector violations in apartments 404 and 104 from 2022, and bathroom ceiling issues in apartment 306 from 2024. The building has a bedbug reporting history showing no infestations reported in the 2020-2021 period, and an initial rodent inspection in 2018 was passed, though the recent violations suggest ongoing concerns with pests and maintenance.
