The four-story, 20-unit tenement at 10 Sackman Street, built in 1910 and currently owned by Yoel Berkovits, has experienced numerous maintenance issues in recent months. Between February and May 2025, multiple complaints were filed regarding plumbing problems (including issues with toilets and water supply), electrical problems (specifically with outlets and switches), flooring concerns, and damp spots, with several of these complaints resulting in emergency responses from HPD.

During this same period, the building underwent various repairs and maintenance work, as evidenced by the closure of several Housing Maintenance Code violations, including roof repairs, ceiling work, and plumbing corrections. The property has a history of rodent inspections showing both passed and failed inspections between 2009 and 2018, with the most recent showing no rat activity. A bedbug incident was recorded in December 2024, though it appears to have been resolved.

Additional concerns were raised about building safety features, with violations noted regarding the fire escape, including broken and defective plates on the first-story balcony, and issues with the building entrance door's latch assembly. Signature problems with accessing inspections have become apparent, as evidenced by multiple HPD attempts to inspect units being unsuccessful, despite building multiple complaints and emergency designations. While many violations from 2024 inspections have been closed, several remain open as of the latest inspection dates, including issues with the marble tread on the first-story stairs and work needed on the cornice's metal structure.
