The 7-unit, 3-story old law tenement building at 133 Patchen Avenue in Bedford-Stuyvesant, owned by Moshe Baum and completed in 1931, has experienced a number of maintenance and safety issues over the past several years. Most recently, in 2024, there were concerns about water supply problems that were investigated by HPD but resulted in no violations. The building had significant heat and hot water issues in late 2021 and throughout early 2022, with multiple complaints filed during this period, though inspectors were often unable to gain access to verify the conditions.

Additional 2022 complaints included reports of mold, pests, and various maintenance issues, including problems with flooring and appliances. An inspection of the building's second-floor apartment (2L) in late 2021 revealed multiple violations, including pest infestation, defects in the heating and cooling systems, issues with the refrigerator, and problems with gas supply to the cooking range. Building systems were challenged by various infrastructure issues, including a 2019 violation regarding boiler inspection reporting and heating system problems, with an active ECB violation from December 2019 concerning defective heating and water heater systems. There have been multiple Department of Buildings complaints since 2019, including concerns about gas piping, building stability, certificate of occupancy status, and illegal hotel rooms, though most were closed with no violations found or access not gained for inspection.
