The 8-unit, 4-story building at 469 Clinton Avenue in Clinton Hill, constructed in 1878, has experienced recurring issues with heating and hot water maintenance over the past few years. Most recently, in November 2023, and previously in December 2022 and November 2022, HPD received complaints regarding lack of heat or hot water affecting the entire building. While in some instances heat and hot water were reportedly restored before inspections could be conducted, a heating system reliability pattern is evident.

Additionally, there are ongoing pest control concerns, with an open complaint from 2019 and a recent 2025 violation regarding unsanitary conditions related to pests. The building has faced significant challenges with construction safety and maintenance compliance, particularly during 2019-2020. Multiple violations were issued related to scaffold safety, debris accumulation, and pedestrian protection requirements, with penalties totaling over $15,000 against King Hoist & Scaffolding, who was responsible for maintaining the scaffolding system during construction work.

While many of these violations were ultimately resolved, including some dismissed by the ECB, the pattern of safety-related violations was notable. More recently, in 2024, a violation was issued for failing to file the 2023 external low pressure inspection documentation. Between 2018 and 2019, there were several permit issuances for construction work, including job numbers 340192963 and 340192972, which appear to be related to the aforementioned scaffolding and safety issues. The building's ownership has changed hands, with 469 Clinton Ave Realty LLC being the current recorded owner.
