The three-story, three-unit building at 453 Franklin Avenue in Bedford-Stuyvesant, owned by Joe Jacobs and built in 1931, has experienced persistent maintenance and pest control challenges over the past several years. Most recently, in June 2025, there is an open rodent complaint with the Department of Health and Mental Hygiene.

The property has documented multiple rodent activity inspections between 2023 and 2025, with the most recent inspection in April 2025 showing rat activity, and several bait applications recorded in 2024. The building underwent significant pest-related issues in 2022, with multiple Housing Maintenance Code complaints regarding unsanitary conditions and pests throughout the year, including rat sightings, rodent infestations, and the presence of mice in basement apartment 1A.
