The two-family house at 183 Park Avenue in Fort Greene, owned by Kan Dong, was constructed in 1899 and spans two stories with three units. The building experienced significant issues in December 2018, with multiple housing maintenance code complaints filed simultaneously, including emergency-level concerns about water leaks affecting the basement apartment's kitchen ceiling, electrical wiring problems, heat and hot water issues throughout the building, and pest infestations.

Additional complaints were made regarding ceiling paint/plaster conditions, door frame problems, and unsanitary sewage conditions, some of which resulted in Housing Maintenance Code violations being issued for the basement apartment. These violations specifically cited needs for repairs to defective plaster surfaces and uniform ceiling paint, the presence of mice, and water leak issues, particularly affecting Apt 1 in the basement. More recently, in 2024, there was a smoking violation complaint that was administratively closed.

The building has also been the subject of two illegal conversion complaints (in December 2018 and November 2019), though in both cases, inspectors were unable to gain access during the final inspection attempts. The extensive December 2018 complaints required inspection by the Department of Housing Preservation and Development (HPD) and resulted in multiple violations, highlighting several maintenance issues that affected resident comfort and safety. While these issues appear to have been addressed as the violations were closed in 2019, the cluster of problems recorded in late 2018 suggests a period of significant building maintenance challenges.
