The 8-unit, 4-story New Law Tenement at 65 Sutton Street in Greenpoint, owned by Kaz Garlinski and constructed in 1928, has experienced recurring heating system challenges over the past five years. Most notably, there have been multiple heating system outages affecting the entire building, with the most recent incidents occurring in April 2025 and November 2023.

In each of these cases, HPD responded to the complaints and was informed that heat and hot water had been restored, though there have been occasions when inspectors were unable to gain access to verify the conditions. The building also experienced heating issues in December 2020, November 2020, and January 2022, with similar patterns of restoration being reported during HPD inspections. The property has faced other maintenance challenges, including two significant violations from late 2020 related to safety concerns: encumbrances obstructing egress in the 4th-story public hall and issues with building entrance doors not being self-closing on the first floor.

However, these violations were resolved by December 2020. A bedbug reporting violation was recorded in March 2023, though this appears to be primarily related to the requirement to file annual reports rather than an infestation. Importantly, the building has maintained a consistent record of zero bedbug infestations in all reporting periods from 2018 through 2024, with no units needing treatment or eradication.
